Electrical Aggregation Program***UPDATE***On September 25th, the Illinois Commerce Commission unexpectedly announced that as a result of a settlement with PJM (the larger electrical grid of which ComEd is a part), it would rebate a portion of the ComEd price, temporarily reducing the ComEd rate from $.07941/kWh down to $0.07292/kWh. Voters passed an Electrical Aggregation Referendum on March 20, 2012, authorizing the Village of Frankfort to collectively bid the supply of electricity for its residential and small commercial retail customers on an "opt-out" basis. The Village joined the Will County Aggregation Group (WCAG) that includes 13 other communities in Will County and was formed to secure competitive pricing. In August 2018, the WCAG received bids to supply electricity to its members and selected Constellation NewEnergy, Inc., who offered three-year pricing locked in at a rate of $0.07517/kWh. ComEd's comparable rate beginning October 1, 2018 is $0.0791/kWh. The new rate is effective 10/1/2018 and will first appear on the November electric bill. Customers currently with Frankfort's Electrical Aggregation program or ComEd will automatically be included in the new supply contract. Those residents and small businesses who use another provider will need to opt-in if they wish to participate. Customers of Frankfort's Electrical Aggregation Program may opt-out at anytime without penalty. If you are a resident or small business who currently participates in special ComEd savings programs, such as the Real-Time Pricing Program, you must opt-out to remain with ComEd's program. Customers who do not opt-out will be automatically enrolled with the group under the Constellation pricing, effective October 1, 2018.
